The April meeting of St.Dennis Parish Council opened at 7 p.m. in the ClayTAWC Centre and was a quiet meeting with only the Parish Councillors and County Council representative present.
Our Beat Manager, Shane Carhart, has not been available to attend recent meetings, and Councillors were becoming increasingly concerned also that it does not appear to be possible to leave messages on his answering service. Additionally, the lack of a crime report is making it difficult for Councillors to be aware of any or all of the local problem areas.
Mr. Higman provided information on his work at the County Council over the last month, and there was a very long discussion on the proposed Waste to Energy Plant (Incinerator) and possible sites. No information was available from the County Council and although there had been Road Show exhibitions none had been held in the area of search. Mr. Higman also advised that preliminary work on the provision of extra drainage at Hendra Prazey should start this month. He provided information on the proposed village traffic survey and gave details of the criteria required for this work. It was anticipated that the cost of preparing a survey, public consultation, etc., would be in the region of £6,000.
Efforts were also being made to kick-start a further attempt to produce a Parish Plan for St.Dennis. Letters had been sent to all the voluntary organisations in the parish and posters distributed. The Countryside Agency had extended the final date for completion to the 1st September, andCouncillor Mrs. Julia Clarke would be leading the project group. The Parish Council had nominated two local residents for the Restormel Good Citizen and Youth Citizen Awards and would be represented by Mr. Crews at the Awards presentation ceremony at Restormel later this month.
Continuing problems in the Playing Fields with vandalism - the climbing frame and roundabout had been damaged, and one of the boundary walls pulled down. This represents an increasing cost of repairs etc., the amount on this occasion being approximately £300.
With the start of the new financial year, the Parish Council were already receiving requests for help with local projects and had agreed at the meeting to make a donation of £150 towards the purchase of a laptop computer for ClayTAWC. Next month a request from the Carnival Committee for help with the insurance costs for the next Carnival would be considered. Local football club had also asked for Parish Council help with their efforts to improve their facilities.
The Councillors also discussed the possibility of a Council website, and Mrs. Jenny Ellacott, the newest Parish Councillor, kindly agreed to pursue the various methods and means of achieving this. The meeting also discussed various highway matters, i.e. damage to traffic signs, and problems with footpaths.
The meeting finally closed at 10.05 p.m.
